I had the pleasure of taking a copic class from Wanda, and her design skill is amazing. She shows a complete tutorial here on how she made this card.
I love how she used the banner stamp patterns for the background. She usually shares the actual copic colors that she uses on most of her projects, giving you a great guide for color combinations.
